Does OINP Foreign Worker Stream require English Scores?

Hi, my friend just told me that she applied for this program by paying an immigration consultant witth $250,000 and the consultant told her that she had 50% chance to get the PR. I doubted the reason that she selected this program, and her answer was that it didn't require English. Moreover, she emphasized that she didn't have to do anything after paying this huge amount, but would get the job offer and the PR status for her whole family.

However, I am still wondering whether this program does have the Language requirement, although I haven't found any statement on its application guild.

Did anybody apply for it?

Nomination certainly does not require. But the PR application lists the language test among needed documents.
There is no guaranty that the immigration officer allows it without language, although it is possible. Here is the biggest risk.
