Does my wife have to go to VFS office for PCC or can I apply on her behalf.

you can apply on her behalf.. but take an authorization letter from her that you're her husband and you're submitting the app on her behalf, get her signatures on the letter

I submitted my wife applicaiton and mine together, just took her sign on application form and that's it, they didn't ask anything
