I applied for refugee status in April 2021 and approved 8 months later (protected person). Now wants to apply for PR. my child was born in Feb 1999. Based on age locked policy, Am I able to add her in my application as dependent?

No because it has to be 22 years or less
Did you add your child in initial refugee application? When your child was 22? If not then nothing can be done now

Unfortunately your child is 23, so NO. The only exception is if

• can’t financially support themselves because of a mental or physical condition
