I'm a UK citizen residing in the UAE. I had my upfront medical done in Dubai about 4 or 5 weeks ago.

I received a call from the clinic saying I needed to go for a further blood test and have received a letter stating the same. The letter is addressed from the Canadian High Commission in India. Is this normal? Is it likely to have any impact on my processing time?

Medicals are sent to and processed at various Regional Medical Offices (RMOs) around the world. These are separate from the visa offices that process PRs. It doesn't matter what RMO is processing your medicals, any visa office can access them, so shouldn't matter to processing time.
