outland sponsorship processing inquiry

On May 13th me (sponsor) and my husband (principal applicant) have received instructions to submit his passport to be issued his Confirmation of Permanent Residence (COPR). However my husband is preparing to visit me in Canada on May 28th, a trip we booked back in March as we did not expect to be contacted for this type of processing so soon. Does anyone know if it is possible for him to submit his passport from within Canada after entering it? As my husband is Serbian living in Serbia, I believe our case has been processing out of Vienna. We have submitted the webform to inquire about this however I am not sure how quickly we will receive a response. If it seems we are unable to submit the passport from within Canada, does anyone have any information on the process to have the submission delayed until he returns back to Serbia in July? Any and all information is greatly appreciated.

He must update his address when he enters Canada. He can’t submit his passport while in Canada he would be issued an eCOPR if in Canada.

No, it's impossible to submit passport in Canada. It's completely different process with Canada. Of he i not going to leave Canada soon, then you can switch from outland to inland application, and this way you would be able to finalize it in Canada.

Problems are these: it is now likely not enough time to submit and get it back before he departs. They usually ask that passport be submitted within 30 days.

He can either submit now and change his flight or wait until he gets back. Would suggest noting he cannot submit right away as travelling shortly. If early July will probably be okay; I can't guarantee though.

He could advise in Canada that he wishes to do 'virtual landing' but if he needs to return to home country, won't be enough time (that can take months).

you can submit your passport anywhere in the world, but not in Canada
think about it, you need to submit your passport to get the visa to travel to Canada and land as PR, how can you do that from inside Canada?
therefore, the process from inside Canada is called "virtual landing", but the "virtual queue" is pretty long now
i would recommend to postpone the trip, get the visa and plan for permanent relocation at this point

Hey guys, I just wanted to give you all an update on our situation because you all took the time to try to help me out. The embassy in Vienna has responded to my husbands web form by way of telephone call to inform him that his travel plans for right now are good to go and that when he returns back to his home company of Serbia he is to submit another webform to request that he be issued another request to submit his passport and they will. Does this happen to align with any experiences you or someone you know has had? The only downside I see is that we received these instructions by word of mouth as opposed to in writing which sadly means we have no documentation to prove that this conversation took place. The gov wouldn't screw us over in that way ... right? Anyways thank you very much for taking the time to respond to this thread this is my first time posting on here (:

I don't know of any reason to doubt it. It seems your spouse is only travelling for 4-8 weeks and IRCC doesn't seem to strict about the 'submit within 30 days' thing.

The fact you wrote by webform and got a call means at least the webform you wrote is on file.

If I were paranoid and wanted to be 100% sure, I'd write another webform summarizing what you were told (clearly I have a history of exposure to bureaucratic infighting). But personal opinion, I don't think necessary in your case. YMMV.
