Can a General Express Entry applicant having a CLB 7 in French as a Second Language get an ITA through the French Language Proficiency Program? Or is it mandatory to have French as your First Language?

Yes, as long as you got CLB7 in French, it does not matter whether it’s the first or second language. I received ITA in French language draw with French as the second language. Just choose the one with higher CLB as the first one for higher CRS.
