Thank you for the document. They do ask for your status in the country you are currently residing in ONLY to determine what office your application will be processed in. Saying that you are undocumented in your country of residence does NOT disqualify you from receiving a visa. Lawyers will tell you this as you can see from the link I provided.

I am not upset at all. I am trying to explain to him that he is wrong and I don't want other people to go by that information because it could damage their futures.
 
No one knows the inner workings of immigration, so all this is simply speculation. The only way to find out is to apply. As for interviews, they goal is two-fold:
1. quality assurance
2. to address concerns the visa officer may have

It's true we can't really know what will happen especially with the interview.

But as far as FBI clearance and taxes - it's not a problem at all and I know that for sure. I also know for sure that Canada does not automatically reject people who are undocumented in their country of residence. I want people to know this so they don't give up on their dream of being legal in Canada.

My relative is mailing his application on Thursday. I will update.
