No. COPR is a document that you need to do your PR landing.

If you don't have a work permit already, then you can't work until you use the COPR to land as a PR and then get a permanent SIN. The permanent SIN will allow you to work as a PR without need for a work permit.

First you land and get your CoPR signed etc. One copy is sent off by CBSA for your PR Card, you keep the second copy.

THEN, you trot along to any 'Service Canada' office (find the most convenient location on the internet) and hand them your copy CoPR, Passport etc. and ask for a SIN (Social Insurance Number). They will do there and then.

I have heard that in Toronto at the airport there is a Services Canada office where you can get a SIN immediately after activating your CoPR, but I have no personal experience of this.
