Does CIC assign file numbers to returned incomplete applications

Hello All,

Does the CIC assign a file number when they return an incomplete application back to the sponsor? My understanding is that they don't process the application at all and just return all forms and ask for you to resubmit.

I imagine the first step for CIC is to visually ensure all forms are complete. If it isn't they just return it back? Do they actually enter information on the system for the sponsor and applicant if there is no file number to Link it with when it is incomplete?

Sometimes they assign a file number and sometimes they don't. For example this year it seems to be standard process to assign file numbers to applications submitted to the FSW program that were received too late to make the cap and are being returned without being processed.
