Does canadian certificate 45 weeks program count ?

Hello ,

I am applying for Algonquin College in Ottawa for a program of 45 weeks . my question is does this considered as one academic year regarding the CRSp points or not ? and can I apply for a work permit together with the study permit ? Thank you
