I am wondering the meaning of receiving AOR.

I guess Sydney is pre-screening all the materials. If some forms are missing or the applicant apparently doesn't have 1 year OAB category working experience, the application package will be returned. I think getting AOR means the application materials are complete and CIC thinks the applicant is "roughly" qualified for CEC.

Then the application will be sent to CIC-O for a careful review and the officer will make a final decision.

What do you think? Please comment. Thank you.

nope ure wrong, getting ur AOR doesnt mean ure qualified, officers in Sydney only checks if u have all your documents.

Aor mean your application package is complet as per requirement thats why they issue it.

Thank you.Since with AOR peoplle can apply for BOWP, I thought at least AOR meant "roughly" qualified.

AFAIK it really just means your application is eligible to be assessed. Your forms are signed, all paperwork is present etc. It means nothing as far as your eligibility under the scheme is concerned.

The work permit is issued because CIC identified a problem with people who were waiting a decision being forced to stop work, and/or increasing pressure on the system by applying for LMO's.

i would say so atleast they will check for your basic qualification i.e 1 year eligibility(start date and end date entered),English test, noc is available in 2011 list etc. mostly but they are few things which need detail verification

Obviously it's an early part of the process and by no means a 'guarantee' but I am inclined to agree slightly. From what i have read on these forums i have always been led to believe that when they receive your application they go through it to make sure all the appropriate documents are in order and that you meet the requirements,no? If everything you have supplied is honest and the officer deems you eligible then surely you are on the right course?

My main concern is that i didn't make enough money as i was an assistant bar manager and made a lot of my wage through tips and even though i know people who got PR through the same circumstances i am still worried. So i assume the officer at Sydney will look at my T4's and what i made and if he/she see's everything to be in order and grants me AOR i wouldn't have to worry about that later on?

I am new to this, so if anybody with a better understanding can correct me i would greatly appreciate it.

felixfinch summed it correctly.
Your application is assessed for eligibility in form and in substance:
- Form <- complete and has basic eligibility (12 months on the proper NOCs, Language Tests are passed, etc.) => AoR and queued for more detailed processing
- Substance <- done a few months after the AOR
If you get an MR at this point then you can roughly say you passed the eligibility stage

AOR only means that you have filled out all the forms that were required and that your application package is complete... That is it! People still get rejected sometimes after AOR... Sorry to inform you about this but when I was at your stage I had the same question... Just be patient and find a hobby or start doing something major in your life that will distract you from waiting and checking everything every day... I started learning a new language with a plan B to move somewhere else in case my application got rejected, helped me a lot! You will be fine!

There it is.

The main point of the BOWP was to spare everyone the hassle of the LMO process, for employees who were likely to go on to become permanent residents anyway (notice that if your existing permit does not expire for a while, or you already went and got a new LMO, the BOWP is no longer available to you).

All the AOR really means is that your application package met all the requirements for an application package.

Does AOR also means that you are "approved in principle (AIP)"?

No, it means Acknowledgement of Receipt (AOR). Regardless of what one assumes AOR to be, fact is you can still get rejected after receiving AOR.

In Canada, there is nothing called Approve in Principle for CEC AFAIK. If you are meaning the Ready for Visa, it can take anywhere from 6-12 months from AOR.

Yes - For the CEC class, the AOR serves as the "approval in principle" in terms of eligiblity for the BOWP. Other classes have different benchmarks.
