Does anyone who applied both FSW/CEC in both old system and EE and got PPR?

Does CIC ever mention that applicant can't apply in the same category in old system and EE?
Some people here they applied both and receive PER in old system and AOR in EE.
Will anyone clarify this?
What will happen if we applied in both?
