Does a police certificate count as a government issued document?

We're applying for common law sponsorship, and a potential requirement is,

Copies of government issued documents for you and your sponsor showing the same address (ex. driver’s licence). (Submit a minimum of 1 government issued document for each person).

Is it alright to send,
For the sponsor: Driver Licence showing address (confirmed fine)
For the PA: UK Police Certificate that has the address (?)

Yeah, that would count as a government issued document. Add other docs if you have them.
