I am confused about the application status online on CIC website:

Received by VO - Does that mean that they are in receipt of my application and as per the check list all documents are included. Receipt of the documents means a new file number and second AOR. (If i am wrong please correct me)

Received by VO to In process : Does that means that they have started verifying my documents.

Medical Request : Does that means that they have verified my all documents ( Visa Office Eligibility Review Completed) and they are satisfied with that and all the checks are done with work experience and education.

please let me know if i am right for all above

You have the steps right but the terms are slightly different. The actual terms (e.g., VISA OFFICE ELIGIBILITY REVIEW COMPLETE, IN PROCESS, DECISION MADE) and definitions are at https://services3.cic.gc.ca/ecas/redir.do?redir=app_perm_wrkr&lang=en&app=ecas
