I was curious with CIC announcing 80% of the backlog was completed in February, would it make sense to file all documents at once, application + Schedule A + Medicals + PCC? Would it be processed slower or faster?

My lawyer asked me to provide all documents which has been requested. They mentioned they want to avoid CIC sending requests to submitting additional docs. Once they received everything including the PCCs they then only submitted a complete application hope this helps

If you applying for family sponsorship..........with the new changes in the spousal sponsorship application, upfront medical is no longer accepted........you are required to include PCC if PCC is required from the country you had lived.........refer.....checklist.
You will receive request for medical exam later after your application has been received.
