Documents to be uploaded in EE form?

Maybe I am completely missing the point but I have saved all sections of the EE form and unable to find any place to upload the ECA or the IELTS result PDF.

Are these documents [along with other documents] required to be uploaded only once you receive the ITA?

Yes. You have to upload documents only after receiving ITA.
