My application is for permanent residence under spousal sponsorship. I am a single mother before coming to Canada and have a 5 yr old daughter in Philippines. I got married here in Canada and started processing my paper 2 yrs ago. Last April 2012, my daughter had her medical as a non accompanying family member and I was asked to submit CENOMAR and written explanation of the identity of the father. I send the documents right away express post spend 78$ through FedEx and was received by the CEM June 2012 with a proof of delivery and signage from the person who receive it, from front desk. This September, 2012 I received a mail from canadian Embassy of Manila requiring me to submit the same documents I send them 3 months ago stating tht thy did not received it and they give me 45 days or else I will be granted refusal. I spend 78$ to send the documents once again with a tracking number and after 3 days there's a proof of delivery with the same person who received it 3 months ago too. I am nervous that my documents will not reach the immigration officer in charge of my paper. My documents are received in front desk CEM but how will I know if it will be delivered to the immigration officer?is this normal in CEM to lost documents?should I get an immigration lawyer or what direct telephone numbers should I call? Pls help!

No, not unusual. The same thing happened to Emrn in this post here: http://www.canadavisa.com/canada-immigration-discussion-board/marriagelike-relationship-in-a-conjugal-partnership-application-t113352.30.html
I guess make a case specific inquiry via email with a scan of your receipt to tell them they already received it. If you had a scan of your Cenomar and an explanation regarding their question in that case specific inquiry it might help also.

I got a confirmation message that they received the message through case specific enquiry and I should wait within 28 days for the answer. I wish I know any direct telephone numbers not call centre agent who will just transfer my call and spend 100$ for the wait. I wish they should consider 2 yrs processing from Canada is long enough and with an answer.
