I got married in my home country last month. My spouse works on H1B visa in the states.He has a visitor visa for canada
What documents other than the completed application forms should I submit for my spouse along with my CEC application ?
Should he also get a PCC from the country he is living in right now?

If your spouse has been in any country for more than (or even close to) 6 months, then yes PCC is required. Since your spouse is living in USA currently Police Certificate & FBI clearance might be required.

Congratulations for getting married :). If he has been in the states for more than 6 months , then FBI clearance is needed. Also, PCC from country of origin is needed. Moreover, ensure that you submit your marriage certificate.

My husband has been living in the states since July 2008 , which means it will be more than 5 yrs at the time of the application.Does this mean that he will still need to submit a PCC from home country (india) apart from the FBI clearance ?

As far as I believe, "You must get a police certificate from each country or territory where you have lived for six or more months in a row
since the age of 18.", mentioned in the document checklist

Yes, it will be required from both your home country and FBI clearance from US... but you can submit these documents later on as well. It is not mandatory to submit your PCC's along with the Application though.
