Documents - For reapplication after refusal

Hi,

I want to know if we need to provide a revised SOP plus a cover letter for applying again (I was refused for Sep 2019 intake) or is it okay if we just provide the cover letter (appeal letter) only ?

I am confused on this as some told me that I just need to provide an appeal letter only and some told me that I need to provide a revised SOP only.
However I was even told that we need to provide both.

Please assist.
