When I apply PR for myself ,do my parents need to provide any additional documentation (PCC, employment letter). I know that my spouse needs to do.
I am from India.

No - they don't.

They are not included as dependents in your application.

No, in your PR application only you and your immediate family, i.e. spouse and dependent children have to provide their documents such as PCC, medicals, passports etc.

However, in the additional family details, you will have to list your parents and siblings, and the parents and siblings of your spouse.

Additional family members will not have to provide any documents.

My father in law is estranged and my wife dont have any contact since she was 5. So we don't have his details or any other children he might have had.
From a quick glance at this topic , I understand that I can just mention unknown. Is that fine ?
Should I have to list him in trv application (study permit)too? Or only when it comes during PR application

It is your application, you do not have to enter your father-in-laws details.
