This is what it says in the instructions for the placeholder "proof of relationship":

You must provide proof of your relationship with your host or family member. This can include:

a marriage certificate
Statutory Declaration of Common-Law Union (IMM5409)(Opens a new window)
a birth certificate
an official document naming you as a parent
a copy of the inside back cover of the inviter's passport showing the inviter's parents, if applicable

Does it mean I need to submit proof of relationship as the primary applciant's wife or as a sibling having another sibling who is a Canadian PR, or both?

I think you should submit all the documents required proving your relationship with relatives in Canada. Which means you must attach both documents. However if you think that one document is enough and that some documents might be difficult to procure, you can explain in the letter of explanation why you will be submitting proof of one relative and state that you also have another relative.

Hi! I am applying for a tourist visa to Canada from India to visit and stay with my friend who lives in Toronto. He has already written a notarised letter of invitation for me. But the visa application requests further 'proof of relationship'. There is obviously no proof of our relationship as he is one of my high-school friends. Can you please advice me as to what document I can attach? Will it suffice to upload a scan of the first and last page of his passport and proof of citizenship, as the document 'proof of relationship'?

Attach his passport and write a LOE explaining how long you know each other and the association. There is a LOE option for tourist visa application as well. Good luck!
