What is the NOC if not using 311 series. So getting PR not through healthcare stream?

NOC 41404 - current skilled job in Canada.Also used NOC 31102 foreign work to meet Healthcare draw eligibility, as had 12 months within last 3 yrs .

So you need MCC ECA if claiming 31102. Simple as that.
