doc request after ppr means no need to send passport?

Got married informed cic. Got ppr instead of doc request for my husband. Few days lated got doc request from delhi immigration but no clear instruction on wheter or not to send passport. Would anyone share your experience?

if you are from a visa-exempt countries to Canada-you are not required to send your passport
