I just want to ask if I really need to submit passport for my step-daughter which I included in my Atlantic Immigration Pilot PR application. Her mother has so many excuses in fact it is 1 year and 7 months in the making. My application status now is around 83%. Prior submitting my application I attached a letter of explanation why she doesn't have a passport yet and a booking appointment for her passport.

If she is a dependent in your application, then yes, a passport is needed.

I assume you are still married to her mother and this is why the step-daughter is part of the application as well?
 
Even though she is non-accompanying yet? She is already done with her upfront medical as well.
My husband and her ex gf not married at all had her when they where teenagers.
Our problem is since my step daughter is only 16 years old in our country she needs her mom's Identification card upon applying passport. But her mom lost all her ID's which why it took time for her to secure a passport and passport appointments are full too.
She booked her for passport appointment last April but since the mom has no ID yet it was moved to July. Last July her mom put only one of her name in the passport registration which she should put two names that's the reason why her passport application was not successful. Now there is no passport slots. We been telling the mom to get her a passport almost 1 year and 8 months already.
 
Should I send a message to the IO telling that I tried everything but since it was not our control that's why it's impossible. She is not coming yet so I think passport is not necessary for now.
 
They are not married and the principal applicant of the application is me. I declared her as one of my dependents on our first application as Open Work Permit here.

It is very difficult to get IRCC to not include a dependent because if they don’t provide all their information now they can never be sponsored.
