Do you need fill out E677 form when landing?

My parents are landing next week. I'm wondering about how to declare the money that they want to bring to canada, not this time but next year probably.

One of my friends told me that they don't need to fill any form and the goverment will allow they transfer their money later as they are landing as PR.

Please sharing your experience, that would help me alot.
