Do you need ECA for work permit?

Did you guys need ECA report for work permit application backed by LMIA?

I am just wondering if you got the answer for this post?
1. does anybody help us to understand who will apply for work permit if you got selected in interview? Or your current employer giving a job in Canada?
2. For IT professional jobs do we need LMIA or will get open work permit without LMIA?
