Do you get education certificate for an incomplete degree?

Hi everyone,

I studied Graphic Arts in the university for over 4 years and have finished all my courses. When I was about to finish the last process to get my Bachelor degree, I got a job outside of my country and had to emmigrate.

So my question for you is, Do you get education certificate for an incomplete degree?
