Do we need to do Educational Credential Assessment (ECA) prior for FSW14 program

Hi

FSW 13 program will end on March31 2014 and probably then FSW14 will start. There are doubts over opening FSW14 this year.
One of the consultancy in India claiming that ECA needs to be done before opening of FSW14.

I don't know whether this is true or not. How can we do assessment before FSW14 opens?
Please help me on this.

If we can do ECA before,please guide me to do so via online.

There's a good chance there will be no FSW 2014 and CIC will wait until 2015 and EOI to re-open the program.
