In the Schedule A Background/Declaration form ,
there is a do not fill this section at the very bottom.
When does this section have to be filled? before the submission of CEC application ? or sometime later?

Leave it blank. You don't have to fill it out. You can submit it without filling it. It will be asked later on by CIC to fill it out in front of Legal representative if needed.
