Do I need to submit PNP before logging in the EOI?

Hi all,

I finally have my WES report.
now I am logging my EOI application and I see there is a section of "Nomination and selection"

then I realize that I should answer yes or no.

So do I need to submit the PNP now or should I log the EOI first?
In addition, I am applying re-mark for IELTs now, can I update the IELTS score after I receive the updated score?
