Since his work permit is gonna expired soon and he did not meet the cutline for express entry, he applied for the bowp without ITA/AOR to add some time waiting.
As a backup, he also applied for a 1 year full time certificate program earlier and received the acceptance letter. And he used this to apply for a study permit.
Now, his received a refuse letter for bowp (still not meet EE cutline) and telling him to restore his status within 90 days. However he already got a study permit and currently studying at college.
The question is, should he follow the refuse letter to restore the status?
