Do I need to pay the RPRF before submitting my cec application? If so, is the fee for each member of my family?

my computation: 550 principal applicant
550 spouse
550 dependent 18 years old
300 2 dependents below 18
490 for the whole family? or 490 x 5 people( RPRF)
 
You do not need to pay RPRF while submitting application. You can pay once CIC asks you to pay it...normally it happens when you pass eligibility & medicals. There are instances where CIC asked to pay RRPF along with medicals.
 
RPRF is after you have passed the eligibility assessment....often with or after MR. "The Right of Permanent Residence Fee, which will be requested by the processing office at a later stage if your application is approved." CIC

It is not required but you CAN pay it in time of the application if you prefer to do so. In case your application is withdrawn or rejected you will get RPRF back. RPRF are paid only for the main applicants, spouse and dependent over 18 years old.
