Do I need the ECA report for both my Masters and Bachelors?

Do I need the ECA report for both my Masters and Bachelors?
Or is Masters enough?

It's the highest degree but depends where you did your bachelors from. Wes tends to evaluate degrees from different countries differently.

It'll be better to get it done for both...but even doing it for your masters should be fine

Also is it possible for the applicant to send in a sealed copy by himself for verification, or should it be sent by the university?

It is fine you can send it as long as its sealed by university.
