Do I need job offer with LMIA to get provincial nomination?

Hello,
I wonder about province nomination. Eg in Saskatchewan I need to work for 6 month and get permanent job offer. But is that job offer has to be with lmia or can be without?
In every province to get nomination I will need job offer with lmia or no?

Check out Ontario. If you have >400 points you have a chance to be nominalized without LMIA. Checkout www ontarioimmigration ca

For SK, no need for LMIA. Most PNPs also don't require LMIAs, I believe, just a job offer.
