I completed my Post-graduation from Ottawa and working in my field as a supervisor since last year. I am planning to apply for Permanent residence in couple of months. Do I need IELTS to apply PR for Canada although I have leaved continues from last 3 years in Ontario? Please advice.

Yes.
You have to submit the proof of language proficiency with your application, even though your first language is English or French

Depends on the category you are going to apply under.E.g. if you do it under CEC then Yes, For skilled worked under PNP - No.. checklist is a good reference to know about IELTS req for your category. Good luck!
