Do I need a Police Certificate or not?

So I'm a dual US-Saudi citizen. Lived in Saudi until Aug '08 (I was still 18), then moved to Canada. I came here on my US passport. Been here ever since.
I have not lived in the US since I was a child (age 4). So that means I don't need clearance from the US.

Then I look at CIC's website for police clearance for Saudi Arabia. Basically it says I don't need one (based on my circumstances) and says if my application is being processed in Canada, I don't need to submit a police cert. with my application. So that means I don't need clearance from them either.

It also looks like I don't need a Canadian one yet based on website.

Sooo am I not uploading anything right now and leaving that section blank? Do I need to attach a letter of explanation explaining why I didn't upload anything?
