Hello.

So, I came to Canada on a study permit. Graduated in 2017 and since then I've been working for the same company (just passed 2 years mark) under a NOC class B(technical worker) with a PGWP .
Now, I'm getting ready to apply for the PR through the Express Entry Skilled Worker program.

I already have CELPIP done, and also my business degree Assessed by UofT.

Do I need a LMIA to create a profile and apply?

No - you don't need an LMIA to create a profile and apply. However you do need an LMIA if you want to claim the 50 points for having a job offer. Note that you need around 460 points to be selected through EE.

If I create the profile and apply, can I request an open work permit? Or am I only allowed to request the open work permit after being selected from the pool?

You need to be selected from the pool (receive ITA) and submit your complete application before you will qualify for an open work permit.

Simply creating a profile does not entitle you to a BOWP.
