Do I need a CSQ in order to get a PR card even though I don't plan on living in

Hi All,

So, here is my situation... I'm an American citizen and my wife is Canadian and we are currently living in the US. I am filling out the Generic Application form for Canada and in a section it is asking if I have a CSQ and if I don't when did I apply for it.

Do I need to apply for the CSQ even though I do not plan on living in Quebec? My wife's family is in the Toronto area so we plan on living there.
