I already finished my Master degree and going to finish my PhD soon.
But as in education qualifications requirements, CIC asks for Post-secondary education documents. I graduated for a long long time ago, it's very hard for me to get the transcript.
Do I have to submit it? If yes, can I write to them explain that I already got bachelor's and master degrees, and I am going to get my doctorate soon?

i would think they want bachelors information. Remember they say that for those with masters, they must have bachelors first, so they want proof of that bachelors too i guess.

where did you get your bachelors degree?
 
I got my bachelor's degree from my country. And master and PhD in the US.
CIC counts the same point for master and Phd degree, but do you think if I am going to have my PhD soon, that would get the preference?

I get the impression that CIC is all about points and satisfying the criteria, so as long as you satisfy criteria of ministerial instructions, points, security check, etc, etc, you are all good. So from that point of view, having a MS or PhD makes no difference.

However, if something is wrong in your application, having a PhD may show that you can establish yourself easier in Canada. I say MAY not WILL. This is based (perhaps falsely) that education gives you higher economic viability and PhD gives you higher economic viability than MS (which we know is not true in reality).

I presume you are going to get your phd at earliest this May. I wouldn't wait for the Phd. I would send in my application to Sydney and then by the time Sydney replies, you would have had your phd and you can update your documents to send to Buffalo.

OK, so can I conclude that for me case, I do not need to submit the materials relating to my highschool? Just undergrad degree and MS degree are enough?

All i submitted was undergrad and MS, nto my high school. I have my high school diploma with me so it would have been meet a matter of certifying it. They didn't ask for it though. Who knows, they might ask for it later.
