Do I have to submit forms that don’t apply to me??

Is it obligatory to fill the “Statutory Declaration of Common-Law Union” in case of me and my wife?
We are married.
Do I have to submit the forms that doesn’t apply to me, such as “Declaration from non-accompanying parent/guardian for minors”? Or other forms that do not apply to me??
