If there is no birth certificate, you can use baptisma certificate/sworn affividafit. Both the B/B certificates must be issued within 3 months of birth in order not to raise eye brow or alarm with the VO. In the case of lost, then you are free to do sworn affividfit from National population census(applies to Nigerians). One and a half year is still ok, sometimes we do forget to obtain it until a later date when we remember.
 
Not sure if this e-mail is too late but if you got the letter from CIC then contact the labs on the list. The lab on the list that I recommend is SponsorDNA/DDC/Viaguard. They provided the lowest price out of all the labs on the list plus they did it fast. The longest wait you have will be with the government and you cannot control that.
