I hope that those with experience help me. Is there any university or college in Canada accepts doing the exams ( the final exams) at the Canadian Embassy in Saudi Arabia (or the Gulf states in general)
for any kind of distance studying .

You’ll have to do your own research. If that is the case it won’t be considered Canadian studies for immigration purposes.
