disclosure of previous application for immigration mandatory?

I have got admission in Master in Administrative Sciences. Applying for visa. There is a question regarding previous visa applications. Though I have never applied for canadian visa I did apply for PR in 2014 under the fast track systme (before EE). My application was returned with the remarks that cap had already been filled in my category. so my application for PR was not considered.

I am now confused wether to mention that application not. that time I made some mistakes regarding experience in hurry. If I refer to that application will they be cross checking the data. if I dont mention that application will it be concealment of facts (though I didnt apply for visa as already mentioned)

It appears that your previous application was not in any way processed. They may not even have it on record but you should mention it regardless, if only to ensure that you are being completely honest.
