Can you provide some context. Has CRA determined you are disabled. Are you in Canada? Are you a PR or citizen?

He (my son) has already an approved DTC been claiming this in his tax return since 2016. Also, he's receiving disability pension benefits (not 65yrs yet) since 2017. He's divorced, no family, living by himself is getting to be a problem wiith his disability. So he went home to the Philippines and been there since Nov 2017. He has dual citizenship, so this allows him indefinite stay there.

How long can he receive pension and also claim DTC. Should he inform CRA or Service Canada, or will he expect to be reassessed for his medical condition, wait for notice

If he is not living in Canada he needs to informs CRA and any provincial authority if he he receiving provincial disability payments vs CPP disability. Many of these tax credits and disability payments are dependent on you living in Canada.

CRA will eventually find out he's not in Canada - airlines operating in Canada share itineraries with the government - and they will require him to repay the funds he has been given since being out of Canada. Even Canadian citizens on social assistance lose the funds if they are out of Canada.

The system will eventually match up his data, might not be today, might not be tomorrow, but it will , then the person will receive a notice saying his returns have been reassessed , and then another notice saying he has to pay back any benefits the person wasn’t entitled too .
It is FAR better for the person to reach out to the Government versus the other way around
Receiving benefits one is not entitled too never ends out in good way
