digital photo specification and reality!

hi guys,
Im in the process of uploading all my required files, but i keep running into issues with the digital photo, i find that whenever i adjust it to the mininum required size and size of head from chin to top of the head the pixels gets too low and the jpeg program makes the file about 20kb while the say its a must it must be at least 60.
for the guys that have submitted their application already did you have this issue and what did you do about it? what do you advice right now? i just uploaded a photo that fits the physical dimensions (33/44mm) but not digital pixels or size of file basically the same photo i would have used for paper application. is that going to be a problem?

Any advice would be greatly appreciated.

Change the settings on your scanner to the highest level. Then, once you crop it, it will be above 60kb.
