We landed in June 2013 then after staying 3mth we go back on 1September 2013.me and my kids came back in August 2016 but my husband did not.now he wants to visit us in February or march did he face any difficulty in bordering flight or immigration from Dubai or Pakistan.experts please advise as we are very disturbed.

As long as he holds a PR card that is not yet expired, he will be able to board a flight with no problem.

Upon entering Canada, CBSA may note he does not meet the residency obligation, and report him. This would start process to revoke his PR status but he will still be allowed to enter Canada.
 
But at Pakistan airport immigration authorities are stopping people boarding flight due to residency obligations

Are these CBSA officers? If not, what qualifies them to make an "on the spot" residency assessment?
 
No they are Pakistani officials harassing passengers ,even when l was coming back they were saying you are not meeting residency obligation but after checking entry exit stamps they let me go and now they have stopped my husband boarding flight that's why now he is planning to come via Dubai. Is there any such thing at Dubai airport

I don't see how on earth they are qualified to make that judgement. There are many exceptions that would allow a traveller to meet the residency obligation requirements even without passport stamps. Examples, accompanying a Canadian citizen spouse or being assigned abroad by a Canadian company.

Pakistani officials have no right whatsoever to question someone's Canadian PR residency obligation. RO is between the PR holder and Canada, and that's it. So when traveling only CBSA officers can question your RO.

If officials do this in Pakistan, it's an abuse of power and not supposed to happen.

I am no expert but Pak officials have no right to question him on residency obligations. Secondly yes, he can board from Dubai or Abu Dhabi, they will check only the validity of the PR card at Dxb or Auh.
 
Thanks a lot now he will board his flight from Dubai in coming few days then l will update

They are all corrupt..a few dollars will probably solve the problem.

They cant stop you its just that they will ask you unnecessary questions. $$$ is the only solution. The fact that they are saying you do not meet the residency obligation directly translates into "Sir, do you have some change for chai pani? you take care of us and we take care of you :)
