Difficulties With Chinese Police Report (USA Citizen)

I am just about complete with my application for Permanent Residence with the Federal Skilled Workers Express Entry and after multiple attempts, am unable to obtain one of the required documents.

I lived and worked in China for 1 year and despite showing the police station there clear information that I lived and worked there (passport entries, bank accounts, work permit), they are unable to give me a police certificate or any written document proving my record there because the company I worked for never submitted the proper paperwork to the local police station while I worked there.

The company I worked for will not help me with this process. Are there any alternatives or am I doomed?

"Certificates are available for those in the J-1, Z, and X categories. The GOC does not issue police records for temporary residents of China in L or F visa categories."

By any chance, was your visa in the L or F category?

You are not (necessarily) doomed, but you will have to prepare a strong letter of explanation about why you cannot provide the PCC, your attempts to get it PCC (with proof - e.g. copies of any correspondence you might have had, written refusals, communication logs, written proof, etc.) and request further advice and/or a waiver of the requirement.

Also provide the details of your stay - your residential address(es), employer's name, address, and contact info, copy of your visa(s) and entry/exit stamps, and names/contact info of any colleague or friend in China who might vouch for you.

It was a Z visa. Luckily I have most of the details that you listed below and plenty of people who will vouch for me, however all my communication with the police was in person and not written. I will take your advice and try to get something on written record.

Take a look at this thread which dates back to 2013 (the third reply).... there is a website they used but ofcourse I dont know how legitimate it will be

Try to get it through the a notary public, not directly from the police. This is how I got mine (in Shanghai though, so not sure if the same applies to Shenzhen)

Sorry, not clear to me if you had the apparently-essential residence permit?

Yes I had permanent residence in China along with the Z Visa for 1 year in Shanghai. I have tried a notary public as well but no luck with that, similar response as with the police station. I am going to try the website that Ezgi84 suggested.
