Different proof of fund required by the Philippine embassy/VISA officer

How much proof of funds (POF) is being required by the Philippine embassy/VISA officer?

I am a student applicant who will be accompanied by my spouse and two dependents during my stay at Ontario, Canada. My school tuition is CAD 18,000.

According to the link below from CA, I should have POF worth CAD 38,000. But my consultant mentioned that the Philippine VISA officer would require at least CAD 45,000 to get our VISA approved.

Better dump your consultant! The money you are spending on your consultant is better used if added to your funds (unless your consultant is free). Apply under SDS instead. And always trust information from Canadian government website you cited above. They are the absolute authority regarding any issue or concern.
