Difference between Letter of Explanation and SOP

Thanks on your explanation on the difference between SOP and LOE.
My question is this; As my wife is applying for the first time for her student visa, she can only submit SOP, right? Not submitting both an SOP and LOE in her application?
Kindly respond ASAP, only SOP or both SOP and LOE?

Hi , I could see that there is provision only to submit LOE for 1st time student visa applicants . So did you submit SOP or LOE?
