PDOS = if sponsor is a permanent resident

You mean GCP and PDOS.

GCP - is for PAs whose sponsor is a Canadian Citizen (same with naturalized CC). This can be taken prior to getting a visa (you must have your MC available) but would still require you to go back to the CFO office later on once you already have a visa and COPR so a sticker can be affixed to your passport prior to leaving the Philippines.

PDOS - is for PAs whose sponsor is a PR. This can only be taken once a visa and COPR is already issued. Sticker is affixed to the passport the same day of attending the seminar.

Both GCP and PDOS requires online registration except if you were to go to their Clark branch office as they accommodate walk-ins.

I would say either of the 2 since he is a citizen of another country. Once you register online and got a date for seminar, GCP and PDOS registrants will both be in the same room.
